The Central Electoral Board agrees that elections for the post of Rector shall be held using electronic voting

The process will include two-factor authentication, consisting of the corporate email address and mobile phone number listed on the University of Oviedo's corporate intranet. In order to exercise the right to vote electronically, it will be necessary to have verified your mobile phone number through the corporate intranet no later than 8 February 2021. The election campaign will take place between 28 January and 10 February, and the vote will be held on 12 February. An information guide to the voting process will be published soon

Having met today, Monday 18 January, the Central Electoral Board agreed that the elections for the position of Rector of the University of Oviedo will be held using an electronic voting system (see link to the agreement). The Governing Council's agreement further states that two-factor authentication will form part of the procedure, consisting of the corporate email address and mobile phone number listed on the university's corporate intranet.
In order to exercise the right to vote electronically, it will be necessary to have verified your mobile phone number under the personal information section of the corporate intranet no later than 8 February 2021. Registering the mobile phone number is to be done in accordance with the steps set out in the Mobile Phone Confirmation Manual (see link). 
 
The Central Electoral Board also agreed to enable an early voting procedure for this vote, under the following terms:
1. Members of the university community may vote early if they do not have access to a mobile phone that is enabled to receive their voting PIN or are physically unable to exercise their right to vote electronically during the entire voting period.
2. For the purpose set out in the previous paragraph, ballots papers and envelopes shall be provided to voters, subject to a confirmed appointment, at the University of Oviedo's Secretariat General and at its General Registry and Auxiliary Registries from 28 January 2021.
3. The voter must place the ballot paper into the electoral envelope, which they then place into another larger envelope, together with a photocopy of their national identity document, passport, university card, driving licence or other official identification document. They must also enclose, if applicable, the evidentiary instrument that certifies their material physical impossibility of exercising their right to vote electronically during the entire voting period, if this is the reason given.
This second envelope is to be addressed to the Chair of the Central Electoral Board and include the voter's name and surname, the sector of the university community to which they belong, and the Polling Place to which they are attached, and signing it so that their signature crosses the seal part of the envelope. The envelope may be deposited at the University of Oviedo's General Registry or Auxiliary Registries or alternatively sent by registered post.
4. Early votes will only be counted if they meet the requirements set out above and have either been deposited with the university's registries or sent by post, and have an associated entry within the University of Oviedo's General or Auxiliary Registers before the day immediately preceding that on which the vote will be counted.
5. The Chair of the Electoral Board shall keep the early votes safely and send them to the Chair of the Polling Place set up for such purpose, in any case before voting closes.
6. If it is verified that a voter has exercised their right to vote electronically, they will be deemed to have renounced their right to vote early and any early vote will be disregarded and this will be recorded in the corresponding minutes.
